If you have any questions, <a href=\"mailto:jfranke@aurorasolar.com\">please contact us<\/a>.<\/strong><\/em><\/p>\n\n\n\n<p><span style=\"font-weight: 400;\">With California\u2019s year-round sunny skies, ambitious <\/span><a href=\"https:\/\/blog.aurorasolar.com\/100-clean-energy-for-california-what-sb-100-means-for-distributed-solar\"><span style=\"font-weight: 400;\">climate <\/span><\/a><span style=\"font-weight: 400;\"><a href=\"https:\/\/aurorasolar.com\/blog\/100-clean-energy-for-california-what-sb-100-means-for-distributed-solar\/\">change<\/a><\/span><a href=\"https:\/\/blog.aurorasolar.com\/100-clean-energy-for-california-what-sb-100-means-for-distributed-solar\"><span style=\"font-weight: 400;\"> goals<\/span><\/a><span style=\"font-weight: 400;\">, the introduction of NEM 3.0, and a selection of financial incentives and benefits to choose from, it\u2019s no surprise that it leads U.S. in solar. According to <\/span><a href=\"https:\/\/www.seia.org\/state-solar-policy\/california-solar\"><span style=\"font-weight: 400;\">SEIA<\/span><\/a><span style=\"font-weight: 400;\">, California has invested 90.6 billion dollars into solar and currently more than a quarter of its electricity is generated from it, with numbers expected to increase. With that being said, in order for California to reach its climate and energy goals, widespread adoption is essential. Luckily, there are several solar incentives, programs, and rebates for consumers that make going solar more affordable.<\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400;\">The exact cost of your PV system (and how much you\u2019ll save on your energy bill) depends on a list of factors. These include: the size of your PV system, which installer you choose, eligible solar incentives, which utility services your region and their <\/span><a href=\"https:\/\/aurorasolar.com\/blog\/how-time-of-use-rates-work\/\"><span style=\"font-weight: 400;\">electricity rate structure<\/span><\/a><span style=\"font-weight: 400;\">, and how much electricity you use.\u00a0<\/span><\/p>\n\n\n\n<p><strong>Learn more about California NEM 3 in our <a href=\"https:\/\/aurorasolar.com\/nem-3\/?aurora_blog_cta=inline-text\">NEM 3 Resource Center<\/a>.<\/strong><\/p>\n\n\n\n<p><span style=\"font-weight: 400;\">Regardless of where you live in California, there are a few solar incentives and rebates for you, including <\/span><a href=\"https:\/\/blog.aurorasolar.com\/solar-alphabet-soup-4-acronyms-that-you-should-know\/#PACE\"><span style=\"font-weight: 400;\">property-assessed clean energy (<\/span><\/a><span style=\"font-weight: 400;\"><a href=\"https:\/\/aurorasolar.com\/blog\/solar-alphabet-soup-4-acronyms-that-you-should-know\/#PACE\">PACE<\/a><\/span><a href=\"https:\/\/blog.aurorasolar.com\/solar-alphabet-soup-4-acronyms-that-you-should-know\/#PACE\"><span style=\"font-weight: 400;\">)<\/span><\/a><span style=\"font-weight: 400;\">, property tax exemption for PV systems, and <\/span><a href=\"https:\/\/blog.aurorasolar.com\/how-solar-customers-save-money\/#How-Net-Metering-Works\"><span style=\"font-weight: 400;\">net energy metering (NEM)<\/span><\/a><span style=\"font-weight: 400;\">. Another solar tax incentive that is quite substantial is the federal solar tax credit \u2014 also known as the <\/span><a href=\"https:\/\/www.aurorasolar.com\/blog\/solar-itc-extension\/\"><span style=\"font-weight: 400;\">investment tax credit (ITC)<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400;\">It is worth highlighting that incentives are also a huge benefit in other states, like <\/span><a href=\"https:\/\/www.aurorasolar.com\/blog\/texas-solar-incentives-for-2022-and-beyond\/\"><span style=\"font-weight: 400;\">Texas<\/span><\/a><span style=\"font-weight: 400;\">, which is one of the most deregulated electricity markets in the country.<\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400;\">Continue reading to find out more about these offerings.<\/span><\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-how-do-california-solar-tax-credits-work\"><span style=\"font-weight: 500;\">How do California solar tax credits work?<\/span><\/h2>\n\n\n\n<p><span style=\"font-weight: 400;\">There are a few different tax incentives that California residents can benefit from when they install solar. However, most commonly, these incentives allow homeowners and businesses to deduct a portion of the costs associated with the installation of solar panels from their tax obligations. When a solar system is installed, the owner calculates the total eligible cost, then multiplies it by the tax credit rate to determine the amount of the credit. This amount can then be subtracted from their total tax liability for that year.<\/span><\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-california-tax-based-solar-incentives\"><span style=\"font-weight: 400;\">California tax-based solar incentives<\/span><\/h2>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-property-assessed-clean-energy-pace\"><span style=\"font-weight: 400;\">Property-Assessed Clean Energy (PACE)&nbsp;<\/span><\/h3>\n\n\n\n<p><a href=\"https:\/\/www.energy.gov\/scep\/slsc\/property-assessed-clean-energy-programs\"><span style=\"font-weight: 400;\">PACE<\/span><\/a><span style=\"font-weight: 400;\"> \u2014 known as the Home Energy Renovation Opportunity (HERO) \u2014 is a loan option that allows property owners to finance their qualified solar energy and energy efficiency projects through their property taxes. Local or state governments, working with traditional financiers, fund the upfront cost of the project, and homeowners pay back their local authority via an increased property tax bill, usually over a period of 20 years. <\/span><a href=\"https:\/\/pacenation.org\/pace-programs\/\"><span style=\"font-weight: 400;\">PACE programs are currently operating in 30+ states<\/span><\/a><span style=\"font-weight: 400;\">, including California.<\/span><\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-property-tax-exclusion-for-solar-energy-systems\"><span style=\"font-weight: 400;\">Property tax exclusion for solar energy systems<\/span><\/h3>\n\n\n\n<p><span style=\"font-weight: 400;\">There are two main ways a reassessment at full market value of your property can be triggered in California: when you sell or buy a house and when there\u2019s new construction or major house renovations. <\/span><a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/codes_displaySection.xhtml?lawCode=RTC&amp;sectionNum=73\"><span style=\"font-weight: 400;\">Section 73 of the state\u2019s revenue and taxation code<\/span><\/a><span style=\"font-weight: 400;\"> allows a property tax exclusion for qualifying new solar installations. Meaning, your property taxes will not increase if you install solar on your property. This tax exclusion was set to expire in 2016, but is now extended through January 1, 2025. Find out more about the <\/span><a href=\"https:\/\/www.boe.ca.gov\/proptaxes\/active-solar-energy-system.htm#Description\"><span style=\"font-weight: 400;\">active solar energy system tax exclusion and what qualifies here<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-the-investment-tax-credit\"><span style=\"font-weight: 400;\">The Investment Tax Credit<\/span><\/h3>\n\n\n\n<p><span style=\"font-weight: 400;\">Though not a California-specific solar tax incentive, the <\/span><a href=\"https:\/\/aurorasolar.com\/blog\/financial-incentives-for-installing-solar\/\"><span style=\"font-weight: 400;\">federal ITC<\/span><\/a><span style=\"font-weight: 400;\"> provides additional and significant savings for solar installations. Thanks to a <\/span><a href=\"https:\/\/www.energy.gov\/eere\/solar\/articles\/solar-investment-tax-credit-what-changed\"><span style=\"font-weight: 400;\">recent extension<\/span><\/a><span style=\"font-weight: 400;\"> and the Inflation Reduction Act, every homeowner who buys and owns their PV system can claim and deduct 30% of their solar installation costs from their federal taxes (tax liability) this year. For example, if you install a PV system that costs $20,000, and you owe $7,000 in taxes, you can reduce your tax liability from $7,000 to $1,000 by applying your $6,000 ($20,000 x .26) solar installation tax credit.<\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400;\">If the value of your tax credit exceeds your tax liability, you can apply the unused credit to the following year\u2019s taxes. Using the same example above, if your tax liability was $4,000 instead of $7,000, you can roll over the unused $2,000 ($6,000 \u2013 $4,000) to next year\u2019s taxes.&nbsp;<\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400;\">This extension will remain until 2032. In 2033, the tax credit is scheduled to decrease to 26%, and to 22% in 2034. <\/span><span style=\"font-weight: 400;\">Note: You can only roll over any unused credit once, and the ITC is in addition to all state and local solar rebates and incentives you receive.&nbsp;<\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400;\">Here\u2019s an <a href=\"https:\/\/www.energy.gov\/sites\/prod\/files\/2020\/01\/f70\/Guide%20to%20Federal%20Tax%20Credit%20for%20Residential%20Solar%20PV.pdf\">in-depth guide about the ITC for homeowners<\/a> from the Department of Energy.<\/span><\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-california-net-metering\"><span style=\"font-weight: 400;\">California net metering<\/span><\/h2>\n\n\n\n<p><a href=\"https:\/\/www.aurorasolar.com\/blog\/how-solar-customers-save-money\/\"><span style=\"font-weight: 400;\">Net metering<\/span><\/a><span style=\"font-weight: 400;\"> (also called net energy metering or NEM) allows utility customers to get credit for the extra energy they produce and give to the utility. NEM has become the dominant approach in the U.S. for compensating solar customers for the energy they contribute to the grid. NEM is mandatory in California and it increases the value of rooftop solar.<\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400;\">New participating PV systems must be sized to meet customers\u2019 demand \u2014 not higher \u2014 and switch to a <\/span><a href=\"https:\/\/blog.aurorasolar.com\/how-time-of-use-rates-work\/\"><span style=\"font-weight: 400;\">time-of-use electricity rate<\/span><\/a><span style=\"font-weight: 400;\">. If you choose to participate in NEM, you will receive a bill credit for the excess solar energy your PV system produced and exported to the electric grid. How much credit you\u2019ll receive (and save on your monthly energy bill) will depend on <\/span><i><span style=\"font-weight: 400;\">when<\/span><\/i><span style=\"font-weight: 400;\"> you installed solar.<\/span><\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-nem-1-0\"><span style=\"font-weight: 500;\">NEM 1.0&nbsp;<\/span><\/h3>\n\n\n\n<p><span style=\"font-weight: 400;\">NEM 1.0 was the original policy that allowed solar customers in the state of California to receive credit for the surplus electricity their solar systems produced. However, as solar adoption grew exponentially, there were concerns about the sustainability of this model. Thus NEM 2.0 was created.&nbsp;<\/span><\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-nem-2-0\"><span style=\"font-weight: 500;\">NEM 2.0<\/span><\/h3>\n\n\n\n<p><a href=\"https:\/\/aurorasolar.com\/blog\/the-ultimate-guide-to-nem-2-0-part-1-non-bypassable-charges\/\"><span style=\"font-weight: 400;\">NEM 2.0 <\/span><\/a><span style=\"font-weight: 400;\">introduced several changes to the program. These changes included an interconnection fee for new solar customers, non-bypassable charges, and adjustments to how credits were calculated. But we\u2019re not done yet.&nbsp;<\/span><\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-nem-3-0\"><span style=\"font-weight: 500;\">NEM 3.0<\/span><\/h3>\n\n\n\n<p><span style=\"font-weight: 400;\">NEM 3.0 is the most recent update to California\u2019s net metering policy, and went into effect in April 2023. Also referred to as the Net Billing Tariff, NEM 3.0 adjusts solar export rates to be closer to wholesale rates, which are what utilities pay for electricity. This in turn, extends payback periods for solar customers, and lowers cost savings. Those eligible for the <\/span><a href=\"https:\/\/www.cpuc.ca.gov\/industries-and-topics\/electrical-energy\/demand-side-management\/self-generation-incentive-program\/participating-in-self-generation-incentive-program-sgip\"><span style=\"font-weight: 400;\">SGIP rebate<\/span><\/a><span style=\"font-weight: 400;\"> include residential customers of Pacific Gas and Electric Company, Southern California Edison, Southern California Gas Company, and San Diego Gas and Electric. Along with this program are two additional categories of higher rebates: Equity and Equity Resilence. Those eligible for Equity receive a rebate of $850\/kilowatt-hour and $1,000\/kilowatt-hour for Equity Resilience. Read more on<\/span><a href=\"https:\/\/www.cpuc.ca.gov\/-\/media\/cpuc-website\/files\/uploadedfiles\/cpucwebsite\/content\/news_room\/newsupdates\/2020\/sgip-factsheet-124020.pdf\"><span style=\"font-weight: 400;\"> eligibility and requirements<\/span><\/a><span style=\"font-weight: 400;\"> for these solar programs.<\/span><\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-single-family-affordable-solar-housing-sash\"><span style=\"font-weight: 500;\">Single-Family Affordable Solar Housing (SASH)<\/span><\/h3>\n\n\n\n<p><span style=\"font-weight: 400;\">California\u2019s <\/span><a href=\"https:\/\/www.cpuc.ca.gov\/industries-and-topics\/electrical-energy\/demand-side-management\/california-solar-initiative\/csi-single-family-affordable-solar-homes-program\"><span style=\"font-weight: 400;\">Single-Family Affordable Solar Housing <\/span><\/a><span style=\"font-weight: 400;\">(SASH) program was designed to provide incentives to qualifying low-income single family homeowners to help offset the upfront costs of installing solar. SASH is overseen by the CPUC and administered by GRID Alternatives. As of this writing, SASH is closed. You can go to this <\/span><a href=\"https:\/\/gridalternatives.org\/what-we-do\/program-administration\/sash\"><span style=\"font-weight: 400;\">GRID Alternatives SASH information page<\/span><\/a><span style=\"font-weight: 400;\"> to learn more.<\/span><\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-multifamily-affordable-solar-housing-mash\"><span style=\"font-weight: 500;\">Multifamily Affordable Solar Housing (MASH)<\/span><\/h3>\n\n\n\n<p><span style=\"font-weight: 400;\">The state\u2019s <\/span><a href=\"https:\/\/www.cpuc.ca.gov\/industries-and-topics\/electrical-energy\/demand-side-management\/california-solar-initiative\/csi-multifamily-affordable-solar-housing-program\"><span style=\"font-weight: 400;\">Multifamily Affordable Solar Housing <\/span><\/a><span style=\"font-weight: 400;\">(MASH) program, which is now closed to new applicants but may have a waitlist, provides incentive rates of $1.10 to $1.80\/Watt for qualifying multifamily affordable housing. It is administered by PG&amp;E, SCE, and the Center for Sustainable Energy in SDG&amp;E territory.<\/span><\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-local-solar-incentives-and-rebates\"><span style=\"font-weight: 400;\">Local solar incentives and rebates<\/span><\/h2>\n\n\n\n<p><span style=\"font-weight: 400;\">Many city-level rebate programs have expired, but it\u2019s worth taking a look in your area. The City of San Francisco\u2019s <\/span><a href=\"https:\/\/sfpuc.org\/accounts-services\/sign-up-for-savings\/gosolarsf\"><span style=\"font-weight: 400;\">GoSolarSF program<\/span><\/a><span style=\"font-weight: 400;\"> offers a one-time cash incentive to residential, commercial, and nonprofits to encourage solar installations. This program is now only open for the low-income DAC-SASH incentive category and will be expiring soon.
